DIVISION 7 OF THE HELMS AMENDMENT STATES THAT IT IS THE SENSE OF THE CONGRESS THAT THE PRESIDENT SHOULD DIRECT THE SECRETARY OF THE TREASURY TO USE EXISTING STATUTORY AUTHORITY TO PREVENT THE IMPORT OF ANY PRODUCT OR MATERIAL PRODUCED IN THE SOVIET UNION UNLESS THE PRESIDENT CERTIFIES THAT IT WAS PRODUCED WITHOUT THE USE OF FORCED LABOR.
