Description: TO AMEND THE HUMPHREY AMENDMENT TO S. 2336 WITH AN AMENDMENT IN THE NATURE OF A SUBSTITUTE. S. 979 AMENDS AND REAUTHORIZES THE EXPORT ADMINISTRATION ACT. THE HUMPHREY AMENDMENT RESTRICTS FURTHER THE EXPORT OR RETRANSFER OF CERTAIN NUCLEAR COMPONENTS AND THE EXPORT OF NUCLEAR TECHNOLOGY. THE MCCLURE SUBSTITUTE AMENDMENT EMPHASIZES TWO PROVISIONS IN THE NUCLEAR NON-PROLIFERATION ACT OF 1978 BY CALLING FOR THE PRESIDENT TO WORK TO EXTEND COVERAGE OF IAEA SAFEGUARDS TO ALL PEACEFUL NUCLEAR ACTIVITIES IN NON-NUCLEAR WEAPONS STATES, AND TO WORK WITH OTHER SUPPLIERS TO ADOPT A COMMON POLICY OF COMPREHENSIVE SAFEGUARDS. THE SUBSTITUTE ALSO CALLS FOR A REPORT WITHIN 12 MONTHS ON THE IMPLEMENTATION OF THIS SECTION OF THE EXPORT ADMINISTRATION ACT. (MOTION FAILED)
