Description: TO TABLE THE ARMSTRONG MODIFIED AMENDMENT TO THE ARMSTRONG PERFECTING AMENDMENT TO THE GLENN AMENDMENT TO S. 2723. THE GLENN AMENDMENT PROVIDES A NEW GI EDUCATIONAL ASSISTANCE PROGRAM. THE ORIGINAL ARMSTRONG PERFECTING AMENDMENT ESTABLISHES TWO NEW PROGRAMS OF EDUCATIONAL ASSISTANCE FOR VETERANS OF PEACETIME SERVICE. THE ARMSTRONG MODIFIED AMENDMENT PROVIDES THAT NO PAYMENTS FOR SUCH PROGRAMS SHALL BE PROVIDED UNLESS THERE IS AN APPROPRIATION.
