Description: TO AMEND S. 1003 TO PROVIDE THAT NONE OF THE FUNDS AUTHORIZED CAN BE USED TO FUND, DIRECTLY OR INDIRECTLY, ACTIVITIES AGAINST THE GOVERNMENT OF NICARAGUA WHICH HAVE (CONTINUED) NOT BEEN AUTHORIZED BY, OR PURSUANT TO, LAW AND WHICH WOULD PLACE THE UNITED STATES IN VIOLATION OF OUR OBLIGATIONS UNDER THE CHARTER OF THE ORGANIZATION OF AMERICAN STATES, TO WHICH THE UNITED STATES IS A SIGNATORY, OR UNDER INTERNATIONAL LAW AS DEFINED BY TREATY COMMITMENTS AGREED TO AND RATIFIED BY THE UNITED STATES.
