THE SASSER-GORE, TN) SUBSTITUTE WOULD SET ASIDE $30 MILLION IN NON-MILITARY AID FOR NICARAGUAN CONTRAS AND WOULD ENSURE THAT, IN THE EVENT OF A CEASE-FIRE IN NICARAGUA, THE UNITED STATES WOULD START SERIOUS BILATERAL NEGOTIATIONS WITH THAT COUNTRY.
