THE AMENDMENT WOULD PROHIBIT THE SALE, DONATION, OR OTHER TRANSFER OF STINGER ANTIAIRCRAFT MISSILES TO DEMOCRATIC RESISTANCE FORCES IN AFGHANISTAN AND ANGOLA UNLESS CERTAIN CONDITIONS ARE MET AS DETERMINED BY THE PRESIDENT.
