THIS AMENDMENT WOULD PERMIT PREPAYMENT WITHOUT PENALTY OF RURAL ELECTRIFICATION ADMINISTRATION LOANS AND LET FARMERS KEEP ADVANCE CROP SUBSIDY PAYMENTS WHEN BAD WEATHER PROHIBITS PLANTING.
