Description: TO ADOPT A CLOTURE MOTION ON TITLES II AND III OF HR 5052, THE MILITARY CONSTRUCTION APPROPRIATIONS BILL, WHICH WOULD PROVIDE $100 MILLION IN AID FOR THE NICARAGUAN "CONTRAS" AND $300 MILLION IN ECONOMIC AID TO CENTRAL AMERICAN COUNTRIES. THREE-FIFTHS OF THOSE SENATORS DULY CHOSEN AND SWORN NOT HAVING VOTED IN THE AFFIRMATIVE, THE MOTION FAILED.
