Description: To require Congressional approval before any international trade agreement that has the effect of amending or repealing statutory law of the United States law can be implemented in the United States.

Bill summary: Waives the prohibition of the Trade Act of 1974 against appointment as United States Trade Representative (USTR) or as a Deputy USTR of any person who has represented a foreign entity in any trade negotiation, or trade dispute, with the United States. Authorizes the President, acting by and with the advice and consent of the Senate, to appoint Charlene Barshefsky as the USTR.
