R. 591 (C81-12 STAT. 755, APP. 3/3/1863), A BILL TO INDEMNIFY THE PRESIDENT AND OTHER PERSONS FOR SUSPENDING THE PRIVILEGE OF THE WRIT OF HABEAS CORPUS, AND ACTS DONE IN PURSUANCE THEREOF; WHICH REPORT PROVIDES FOR SUSPENDING RULES WHEN PUBLIC SAFETY REQUIRES IT FOR A LIST OF NAMES TO BE MADE OF PERSONS IMPRISONED BY U. S. AUTHORITY OTHER THAN PRISONERS OF WAR, THAT JUDGEMENTS MAY BE APPEALED TO THE SUPREME COURT, AND THAT NO SUIT SHALL BE MAINTAINED FOR ARREST UNLESS BEGUN WITHIN 2 YEARS AFTER ARREST. (P.1354-2)
