Description: TO AMEND H.R. 549 (13 STAT 379, 7/4/1864), A BILL TO FURTHER REGULATE AND PROVIDE FOR ENROLLING AND CALLING OUT OF THE NATIONAL FORCES; WHICH AMENDMENT PROPOSES TO REPEAL SO MUCH OF THE ENROLLMENT ACT OF MARCH 3, 1863 AND ITS SEVERAL AMENDMENTS AS PROVIDES FOR COMMUTATION IN MONEY IN LIEU OF PERSONAL MILITARY SERVICE, AND TO PROHIBIT FUTURE ACCEPTANCE OF MONEY PAYMENT BY THE GOVERNMENT TO RELEASE ANY ENROLLEE OR CONSCRIPT FROM MILITARY SERVICE.
