Description: TO CONCUR IN SENATE AMENDMENTS TO H.R. 6036, (21 STAT. 177, L/11/80), THE POST OFFICE APPROPRIATION BILL FOR FISCAL 1880, BY ELIMINATING A PROVISION THAT ALL STAR ROUTES SHALL BE RELET, AFTER 30 DAYS ADVERTISEMENT, ON WHICH THE PAY FOR EXPEDITION OF SCHEDULE ORDERED DURING FISCAL 1878 OR 1879, SHALL EXCEED 50% OF THE CONTRACT PRICE BEFORE SUCH EXPEDITION.
