Description: TO RECEDE FROM DISAGREEMENT AND CONCUR IN AMENDMENT TO H.R. 10691, (30 STAT 652, JULY 7, 1897), A BILL MAKING GENERAL DEFICIENCY APPROPRIATIONS FOR 1898, AND FOR PRIOR YEARS; WHICH AMENDMENT PROVIDES THAT UNLESS SETTLEMENT HEREIN AUTHORIZED BE PERFECTED WITHIN ONE YEAR AFTER PASSAGE OF ACT, PRESIDENT SHALL PROCEED TO FORECLOSE ALL LIENS NOW HELD BY THE U.S. AGAINST R.R.
