Description: TO RECEDE FROM THE DISAGREEMENT WITH THE SENATE AND CONCUR IN SENATE AMENDMENT 55 TO H.R. 12122, (30 STAT 1024, MAR. 3, 1899), A BILL MAKING APPROPRIATIONS FOR THE SUPPORT OF THE NAVY FOR FISCAL 1900, WHICH AMENDMENT PROVIDES FOR THE CONSTRUCTION OF A GOVERNMENT ARMOR-PLATE FACTORY UNDER THE AUTHORITY OF THE SECRETORY OF THE NAVY, SHOULD THE CONTRACTOR BE UNWILLING TO FURNISH BATTLESHIP ARMOR PLATE AT THE PRICE FIXED BY THIS BILL.
