Description: TO CONCUR IN THE SENATE AMENDMENT TO BILL H.R. 10450, WHICH AMENDMENT PROVIDES THAT THE SECRETARY OF THE NAVY IS HEREBY INSTRUCTED TO PROCURE BY CONTRACT, ARMOR OF THE BEST QUALITY, PROVIDED SUCH CONTRACTS CAN BE MADE AT A PRICE WHICH IN HIS JUDGEMENT IS REASONABLE AND EQUITABLE; BUT IN CASE HE IS UNABLE TO MAKE CONTRACTS FOR ARMOR UNDER THE ABOVE CONDITIONS, HE IS HEREBY ORDERED TO PROCURE AT HIS DISCRETION A SITE AND BUILD THEREON A FACTORY FOR THE MANUFACTURE OF ARMOR, AND THE SUM OF $4,000,000 IS HEREBY APPROPRIATED TOWARD THE ERECTION OF SAID FACTORY.
