R. 21969 (37 STAT. 560, APP. 8/24/1912), A BILL PROVIDING FOR OPENING, MAINTAINING, PROTECTING, AND OPERATING THE PANAMA CANAL, AND THE SANITATION AND GOVERNMENT OF THE CANAL ZONE, BY AUTHORIZING THE PRESIDENT TO PRESCRIBE, AND FROM TIME TO TIME CHANGE, THE TOLLS, WHICH MAY BE BASED UPON GROSS OR NET REGISTERED TONNAGE, EXEMPTING FROM TOLLS VESSELS ENGAGED IN COASTWISE TRADE OF THE U.
