) to increase domestic energy supplies and availability; to restrain energy demand; to prepare for energy emergencies; and for other purposes, it shall be in order to consider, without the intervention of any point of order, the text of an amendment which was placed in the Congressional Record of Monday, July 28, 1975, on pages H7721-7722 by
Representative Robert Krueger. Directs that after the passage of
H.R. 7014
, the Committee on Interstate and Foreign Commerce shall be discharged from the further consideration of the bill

, and it shall then be in order in the House to move to strike out all after the enacting clause of the said Senate bill and insert in lieu thereof the provisions contained in
