THESE SUSPENSIONS ARE BEING ASKED FOR IN ORDER TO POSTPONE PAYMENT OF INSTALLMENT DUE THEREUNDER AND IN LIEU OF SUSPENDING THE DISTRIBUTION OF PROCEEDS OF THE PUBLIC LANDS, AUTHORIZED BY ACT OF CONGRESS, 9/4/1841.
