AND MEXICO (12 STAT 1199), SIGNED DEC. 11, 1861, WHICH PROVIDES FOR THE EXTRADITION OF CRIMINALS; SAID CLAUSE PROVIDING FOR THE EXTRADITION OF ANY PERSON CHARGED WITH EMBEZZLEMENT OF PUBLIC MONIES. (A YEA VOTE FAVORS RETAINING THE CLAUSE, AND A NAY VOTE FAVORS ELIMINATING IT.)
