Description: TO AMEND H.R. 9100, BY STRIKING THE SECTION OF THE BILL WHICH LEVIED A TAX ON BITUMINOUS COAL AND WHICH PROVIDED FOR A DRAWBACK UNDER CERTAIN CONDITIONS. THE TAX TO BE USED, IN EFFECT, AS A REBATE TO ENCOURAGE OPERATORS TO ABIDE BY THE PROVISIONS OF THE BILL.
