IMPOSING IMPORT QUOTAS ON FRESH, CHILLED OR FROZEN BEEF VEAL, MUTTON AND LAMB AT A LEVEL EQUAL TO THE AVERAGE IMPORTS OF THE PRODUCTS FROM 1959-1962; AND GIVING THE PRES. DISCRETION TO INCREASE THE QUOTA AT A RATE EQUAL TO THE NATION'S POPULATION GROWTH, TO IMPOSE QUOTAS, AND TO SET MAXIMUM LIMITS ON THE AMOUNTS. OF MEAT WHICH COULD BE BROUGHT IN THROUGH INDIVIDUAL U.S. PORTS OF ENTRY.
