DISCRETION TO INCREASE THE QUOTA AT A RATE EQUAL TO THE NATION'S POPULATION GROWTH, TO IMPOSE QUOTAS, AND TO SET MAXIMUM LIMITS ON THE AMOUNTS. OF MEAT WHICH COULD BE BROUGHT IN THROUGH INDIVIDUAL U.S. PORTS OF ENTRY.
