Bill summary: Veterans Appeals Improvement Act of 2011 - Provides that if a veteran claimant or representative submits new evidence in support of a case for which a substantive appeal has been filed to the Board of Veterans' Appeals, such evidence shall be submitted directly to the Board and not to the agency of jurisdiction, unless the claimant or representative requests that the evidence first be reviewed by the agency of jurisdiction.
