BY PURCHASE OR BY RESERVATION OF PUBLIC LANDS, ESTABLISH THEM AND CERTAIN BUILDINGS THEREON AND COMPLETE THE CONTRACT WITH THE PATENTEES FOR THE CONSTRUCTION OF A BASIN, FLOATING DOCKS AND RAILWAY THEREIN, WHEN SELECTED, AT A COST NOT TO EXCEED $840,000, OF WHICH $500,000 IS NOW APPROPRIATED.
